Over the last three years, Uttar Pradesh has beeen progressing in leaps and bounds. With the government taking quick decisions across sectors to improve people’s lives, Uttar Pradesh today is one of India’s fastest growing states. The proactive state government is making sure no sphere is overlooked, including education, medical and health, land acquisition, power, agriculture, development and infrastructure, protection of minorities’ interest, welfare schemes in larger interests of advocates, trade and industry, development of youths and other sections, law and order, environment, inclusion of certain backward castes in the list of scheduled castes, welfare of government employees and other development and welfare schemes. This process of development will be given further momentum in the coming years with a firm determination and new resolutions.

Agra Lucknow Expressway

1090-Hotline for women’s safety

The Uttar Pradesh government and its police department launched a hotline number, 1090, for women’s safety three years back. And more than 4 lakh cases have been solved with the help of this service. In the state, safety for women is not only a slogan but is a reality. The young chief minister of the state, Akhilesh Yadav, senior police officials and the entire police force are working towards ensuring women’s security.

In this regard, the Uttar Pradesh police has launched a dedicated service, Women Power Line (WPL) 1090, to deal with crime against women. The 24×7 Women Power Line is an efficient service to provide immediate help to women during an emergency. Earlier, women used to hesitate to speak out about violence and humiliation they faced. After the launch of WPL service, many women have been protesting and filing complaints. Women constables handling the 1090 service give victims a patient hearing and also counsel them in a friendly manner. According to official figures from November 15, 2012, to August 31, 2015, the state police has helped 3,88,658 women. Out of the total number of 3,97,646 complaints registered in this period, only 8,988 remain unsolved; making the success ratio almost 98 per cent. Uttar Pradesh is India’s most populated state (around 20 crore people) and with the help of the 1090 service, about 4 lakh complaints were registered; out of which most were cases of public harassment.

The volunteers working with WPL are called power angels and they encourage women and teenage girls to talk about any harassment they face and complaint against the accused without the fear of backlash. Also, under the WPL system, the women registering the complaints are not called to any police station, making the process easy for them. The complaints can be registered through phone calls, text messages or an online system. To file a complaint, women can dial 1090 or send a message to the WhatsApp number9454401090 of the WPL. The members of the WPL remain in touch with the victim until the case is resolved. One can also register complaints online at

Smartphone users can lodge their complaints through the Shakti 1090 app. The victim can record audio and video clips and send them to the police. The Shakti App is one of the fastest and simplest ways to contact the police department during emergencies. The WPL system is also connected to Google Maps, so that the police can easily track the location from where the victim is reporting the crime.

  • To help connect a victim with 1090 and be with her as a friend throughout, to keep her morale high.
  • To educate and build trust of the families and victims about 1090, motivate and counsel them to stand strong with the victim instead of pressurising her otherwise.
  • To immediately inform 1090 about any unpleasant behaviour or instances against women, happening around them
  • To constantly update 1090 about any suggestions and feedback.

01Heritage ARC

The impact of development and forward-looking activities in Uttar Pradesh is also being felt in the areas of culture and tourism. Contrary to the popular perception that there is little else in Uttar Pradesh for tourists to visit other than Agra and Varanasi, a whole new world of heritage and local attractions is being promoted by the state government.

Uttar Pradesh is acknowledged as the cradle of civilisation and confluence of faiths and cultures. The Heritage Arc offers an excellent opportunity to explore the state’s historical, natural and cultural glory. Travelling along this arc takes the tourist through three great cities – Agra, Lucknow and Varanasi – and several other exciting destinations along the way. Provision for accommodation for tourists has also been made along the arc.

Now, a visitor to Uttar Pradesh can easily enjoy local traditions in places like Mathura and Vrindavan, Bateshwar, Dewa Sharif, Ayodhya, Naimisharanya, Dudhwa National Park, Nawabganj Bird Sanctuary, places along the Buddhist circuit, Vindhyachal and Allahabad

Power for all

Adequate power generation and proper distribution of electricity to all parts of the state throughout the year is an ambitious target that is being met in a planned and phased manner. The objective is to put the state’s power woes behind and provide 20- to 24-hour power supply in urban areas and 16-hour power supply to rural areas by October 2016.

The problems that need to be tackled are inadequate power generation, problems in transmission, distribution, power shortage and erratic power supply. The state government has initiated several long-term measures in the field of power generation, transmission and distribution. Far-reaching measures have also been initiated for proper maintenance of power sub-stations, transformers and lines, especially during summer.

It is expected that by October 2016, the state will get 4,000 MW electricity from the private sector’s Bara, Lalitpur and Srinagar power projects, and 1,000 MW from the government-operated Anpara- D project.

At the tehsil level, construction of 201 new electricity distribution sub-stations  of 33/11 KV will be completed. This will bring about a significant improvement in electricity supply situation in tehsils and villages.

Over the last three years, improvement in power supply has been remarkable. In June 2012, the average daily electricity supply was 239.6 million units, while in June 2015, 303.9 million units have been ensured. This means an increase of 30 per cent in electricity supply. Significant measures have also been taken to control line losses across the state. Instructions have been issued to authorities to implement measures that ensure reduction in line losses and contribute towards improvement in the power-supply situation.

To augment the supply of electricity from conventional means, the state government formulated the Solar Energy Policy in January 2013. Under this, solar-power plants of a total capacity of 500 MW are planned to be set up in the state by 2017. This will lead to environmental benefits and capacity addition in power generation

International Cricket Stadium

Providing world-class sports infrastructure to the people of Uttar Pradesh is among the priorities of the state government. The most significant project in this connection is the construction of the international cricket stadium in Lucknow on a PPP model. This 50,000 capacity structure is being set up over 137 acres and will be equipped with the most modern facilities, pavilions, lighting and seating arrangements.

Work is on in full throttle for the construction of an international-level swimming pool in Etawah, a velodrome in the Sports College at Lucknow, world-class floodlights in the Lucknow hockey stadium, an astroturf at the hockey grounds in Etawah and Jhansi, and a stadium in Kannauj. More coaches are being appointed and their emoluments are being hiked to encourage sports persons in the state.


Lucknow-Agra Expressway

The most significant project to be undertaken by the government is a new greenfield expressway between Lucknow and Agra. Work on the 302-km, eight-lane expressway is moving at a feverish pace and is likely to be completed by the end of 2016. More than 3,000 acres of land have been acquired for this project, and it is a testimony to the state government’s intent and efficiency that there have been no protests over land acquisition. The `15,000-crore project is so far the longest access-controlled expressway in India to be funded entirely by the state. It passes though Lucknow, Hardoi, Unnao, Kanpur, Auraiya, Kannauj, Etawah, Mainpuri, Firozabad and Agra. The nodal company for this signature project is the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA). The expressway is a shining example of how infrastructure projects should be taken forward.

IT city

The state’s Information Technology Policy, formulated over the past two years, aims at positioning the state as the best destination for the IT industry, by providing infrastructure, a simplified business environment and policy changes to facilitate its growth.

The state government is according top priority to the development of the IT sector and IT-enabled services. Besides the existing IT hub in Noida, it is proposing to set up an IT City in Lucknow and Agra. For the Lucknow IT City, the HCL IT City Lucknow Pvt Ltd has been formed with HCL. Land for this project has been made available by acquiring the former Chak Gajaria farm on Lucknow-Sultanpur road. An investment of `1,500 crore is expected to be made in IT City, which will provide direct employment to 25,000 people and create 50,000 jobs.

Mega Call Centre

In another first project of its kind in the state, the government has decided to set up a centralised mega call centre, wheredirect feedback of beneficiaries would be obtained. This call centre will also give information about the important projects being implemented in the state. Work on this unique project has already been started and it is expected to be completed by November next.

Cycle Track

To make cities in Uttar Pradesh cyclefriendly, the state government has decided to develop suitable facilities in Noida, Greater Noida, Lucknow and Agra.

A cycling track would be compulsory for all upcoming housing projects in the state as well. A cycle track will connect every new locality to a nearby school.

Cycle stands and shelters, where people can rent cycles will also be developed. Cycling will also be promoted in a big way in the tourism sector, especially in places where foreign tourist footfall is sizable.

The UP government to set up a centralised mega call centre, where direct feedback of beneficiaries will be obtained.

Recently, a four-and-a-half-kilometrelong cycling track, inspired from designs in the Netherlands, has been constructed around the chief minister’s residence in Lucknow. The dedicated four-metre broad lane for cyclists is separate from the footpath and the main road. This track will extend till Lohia Path. Apart from VIP areas, several parks, including Janeshwar Misra Park and Lohia Park have been renovated to make way for cycling tracks.

Clean UP, Green UP

  • Lions have been released for initiating breeding at the Lion Breeding Centre and Lion Safari in Etawah.
  • Lion safari and breeding centre being constructed at 350-hectare Fischerforests in Etawah district.
  • Pilibhit and Amangarh Tiger Reserves established.
  • State Eco-Tourism Policy 2014 announced.
  • Eco-tourism being encouraged in Wildlife Protected Areas.
  • Tourist facilities developed in Dudhwa National Park and Katrania Ghat Wildlife sanctuaries and development of Nawabganj and Lakh Bahosi bird sanctuaries initiated.
  • Pilibhit wildlife sanctuary established as the 25th wildlife sanctuary of the state.
  • For safe disposal of hazardous waste, arrangement made of three unified hazardous waste management zones.
  • Safe disposal facilities created in 15 districts for disposal of urban solid waste.
  • 40 sewage treatment plants established for treating domestic waste.
  • Facility of CNG-fitted private and DTC buses in UP Roadways.
  • CNG-fitted taxi, auto rickshaw, cycle rickshaw and e-rickshaw plying across the state.
  • System created in 15 districts for disposal of biomedical waste.

Lucknow Metro

In one of the most ambitious projects being undertaken in any Indian city, work on the Mass Rapid Transport Service (MRTS) in the state capital, Lucknow, by means of a metro train started in September 2014. In its first phase, work is on for a 22-km stretch in Lucknow.

To implement the project, a special purpose vehicle (SPV), Lucknow Metro Rail Corporation (LMRC), has been incorporated. The LMRC’s principal advisor is E Sreedharan, the dynamic former head of Delhi Metro Rail Corporation (DMRC). The total cost of the project is estimated at `6,880 crore. When completed, this will greatly ease the traffic situation in Lucknow. The state government hasalso proposed to extend the metro project to other cities of the state, including Noida, Ghaziabad, Agra, Kanpur, Meerut and Varanasi.

Dial 100

With 300 communication officers to receive distress calls from all over the state and 200 dispatch officers to rush police help, Uttar Pradesh Police is all set to get the country’s largest centralised ‘Dial 100’ police control call centre for the entire state in Lucknow.

Slated to be functional by December 2016, the state government has already allotted seven acres of prime land along Shaheed Path for the call centre and the process for procurement of 2,000 four-wheelers and 4,000 two-wheelers have already begun. These vehicles will be deployed across the state in addition to the district police force, to reach the site of any emergency within 20 minutes of the call being made to the police control room.

The Uttar Pradesh police is all set to get the country’s largest centralised ‘Dial 100’ police control call centre

The project is being executed by a sixmember high level committee led by advisor to the state home department and includes Director General of Police (DGP), Additional Director General of Police – Traffic (ADGP) and Inspector General of Police (IGP) Special Task Force (STF) Sujeet Pandey as its key members. Venkat Changavalli is the chief executive officer (CEO) of the 108 Ambulance Service in UP, which also functions with a similar call centre.

Giving a brief sketch of how the call centre will operate, ADG Anil Agarwal says, “Suppose a person dials 100 from a village on the outskirts of Banda district. The call will not be received at the Banda district police control room but will land at the call centre in Lucknow. Here, the dispatch officer will locate the control room vehicle closest to the scene of the incident, which will be depicted in real time on a digital map of the state at the control room, and direct the team to the spot. “In the meantime, the dispatch officer will also inform the concerned district and the local police station.” Elaborating on the subject, IG STF Sujeet Pandey says, “Andhra Pradesh and Madhya Pradesh have a similar setup but on a small scale as compared to what our plan is.” The police communication will work on Radio Over Internet Protocol (RIOP) and hence the communication will be seamless across the state, he explains.


The call centre in Lucknow will include a control room, a training cell for the staff and a research and analysis wing. Every call received at the control room will be locked and will continue to display on the monitors till the time it is disposed of by the police. The Uttar Pradesh police promises to rush to help the victim within eight minutes of dialing 100. Ultra modern Police Control Rooms have been established in Kanpur and Lucknow as well.

These control rooms ensure quick response from the local police on its 100 emergency number. Policemen on field have also been provided with hand-held computing devices. The state police has adopted cloud-a modern computing and data storage facility in the PCR to make policing more effective. The highlight of the facility is that the police helpline number 100 will be automatically directed to the nearest police patrol party for immediate redressal of complaints. Complaints will be taken up through the Global Positioning System.

Apart from this, the police patrol teams moving on foot, four-wheeler or motorcycle have been equipped with Memory Technology Device (MTD) through which they can send audio, data and snap shots of the crime spot to the control room. can also forward picture clippings to the patrol team. The patrol party, in turn, can get a printout of the direction as well. The government plans to setup modern Police Control Rooms in all major cities of the state.

Plantation Drive

A world record was created by Uttar Pradesh on November 14, 2015 with the planting of 10 lakh saplings in one day. The plantation drive was held in the presence of international auditors at all spots across the state following which a certificate by the Guiness Book of World Records is being issued to the UP government. The plantation drive was led by the chief minister at Maudaha in Hamirpur district, while similar drives were held during the day at nine other places — Sonbhadra, Lalitpur, Mirzapur, Lakhimpur, Farrukhabad, Chitrakoot, Gautambudh Nagar and Shrawasti districts. Saplings of peepal, neem, jamun, pakad, gular, sheesham, kanji, aonla, chilbil and imli were planted.

To make the drive more popular, the website,, offered participation certificates to people and offered them a chance to click a selfie with the chief minister. A mobile app for the campaign too was launched and citizens were encouraged to join the campaign by clicking their selfies while planting a tree and posting it on the website.

Go Green

Over the last two years, 25.63 lakh big plants have been planted on 4,053 hectares of land and 839 green belts have been developed. 0.85 lakh saplings planted in 1890 hectares of land at 60 places in 53 districts under special plantation drives in 50/100 acres in the year 2013-14.

  • Under the eco-restoration programme in the Etawah Fischer forests, 1.53 lakh saplings planted in 1000 acres of land in 2013-14.
  • In all districts, 9.37 lakh tall plants (8 feet-12 feet) will be planted on 50 acres of land and 483 green belts will be developed.
  • In Noida 65,000 Neem, Jamun, Imli, Gular, Til, Arjun and Pakhar saplings planted this year.
  • Construction of green and eco-park, equipped with world class facilities in Noida.
  • Development of green belt, gardens and parks to minimise pollution and do away with traffic snarl ups.
  • Upgrade of Lucknow and Kanpur Zoo and inaguration of the Janeshwar Mishra Park in Lucknow.

A new system has been created in Uttar Pradesh to ensure transparency in government work, issue government orders online and upload them on the Internet (http://shashanadesh.up.nic. in). Various departments upload GOs (Government Order) of their departments on the above mentioned website and any person can download them from there. The prime objective of this system is to ensure that orders of the government reach the common people in a transparent way. Any person can take a printout of government statements from the Jan Seva Centres / Lokwani Centresor cyber cafes. The key words of the concerned subject of the GO should be typed in the “search” option. One can find the following:

  • Orders concerning all existing schemes, their execution and amendments etc.
